THE TEAM

The Portfolio Strategy Division, where the Portfolio Risk Management (PRM) team resides, is responsible for developing a multi-year strategy to guide OCED investments, which involves assessing and managing the health of the portfolio of projects and then informing the design of the programs that are executed through a variety of innovative federal financing mechanisms.

In support of this responsibility, the Portfolio Risk Management team: (1) maintains and executes on OCED’s risk posture plan and related assessments, (2) develops portfolio risk analysis to inform strategic planning and program execution (from design to selection to ongoing oversight), and (3) synthesizes data at the project, program, and portfolio levels to determine market, project, social, and technical risks, as well as impact evaluation.

THE ROLE

Reporting to the Portfolio Risk Management Director, the Portfolio Risk Analyst will apply expert knowledge of portfolio construction, management, and risk evaluation to aid OCED in building and managing a well-diversified ~$30 billion portfolio of demonstration projects that will unleash private sector capital and drive a just transition to a net-zero carbon economy by 2050.

Working with OCED, you will learn about cutting-edge clean energy and decarbonization technologies, work with a dynamic team, grow expertise in technology commercialization, and inform policies across the Federal Government.

RESPONSIBILITIES

• Supporting portfolio risk posture plan development, implementation, and operationalization.
• Providing expertise as needed and relevant for the Strategy and Program Development team within PSD during program concept development.
• Integrating and analyzing project- and program-level data to identify emergent risks to portfolio success to inform further program development.
• Collaborating with the Markets and Energy Analysis (MEA) team within PSD in extracting portfolio progress into external-facing results to accelerate commercial liftoff.
• Supporting the development of analytical tools to support portfolio-level decision making in applicant review and project selection/continuation.
• Supporting portfolio risk assessment and balancing recommendations through, among other things, solution-dependency analyses (existing & planned portfolio).

CANDIDATE PROFILE

• 3+ years in energy investment portfolio development, asset allocation, portfolio risk management, and portfolio/investment evaluation.
• Excellent quantitative analysis and/or modeling skills, especially in energy sector financials and/or techno-economic analyses.
• Depth of knowledge in project, portfolio, and systems-level financial, analytical, and evaluative methods, models, tools, and techniques.
• Expertise in applying analysis to make critical decisions around topics such as commercial adoption readiness and market impact of future technologies.
• Commercial experience with energy and/or decarbonization technologies.
• Strategic thinking skills with strong capacity to self-direct attention to highest priority dimensions of a multi-faceted problem.
• Collaborative mindset with cross-functional working capabilities.
• Ability to drive to discrete outputs from ambiguity.
• Strong commitment to fostering and supporting a diverse, equitable, inclusive, and accessible workplace.
